MOBILISING BIG DATA
GOOGLE.ORG AWARDS USD$2 MILLION GRANT FOR SAFER SCHOOL JOURNEYS USING AI
Leveraging Artificial Intelligence (AI), iRAP’s Star Rating for Schools and AiRAP partnerships will be scaled up to provide 3-star or better journeys to school and address road traffic crashes that are the leading cause of death among children and young people worldwide. Using AI, satellite imagery and Street-View images to detect road safety risks, iRAP, together with partners AIP Foundation, Anditi and the University of Zagreb (FPZ, FER), will provide a country-wide star rating evaluation of road infrastructure around schools in Vietnam and support upgrades at the highest-risk schools. The YEA Youth Engagement App will also be used to capture student perceptions of the risks they face to inform decision-making.
The AI enabled Star Rating for Schools partnership with Google.org is a global game-changer that will support sustainable mobility for youth and contribute to at least eight of the UN Global Goals.

Youth initiative leads to 5-star school zone upgrade
In Bandung City, an upgraded school zone at Junior High increased safety from 2- to 5-stars, impacting more than 800 students, thanks to a collaboration between 3M Indonesia, Global Youth Coalition for Road Safety Youth Leadership Board Member Estiara Ellizar, the Department of Transport (DoT), teachers and students. It is a beautiful story of partnership success and community consultation over time. It highlights the effectiveness of including youth voices to promote road safety and the value of the Star Rating for Schools tool to measure safety outcomes.
Another new Global Programme Partner
Prudence Foundation, the community investment arm of Prudential Plc, became a Global Programme Partner for SR4S this year. Like 3M, Prudence Foundation is contributing funding to help ensure the SR4S tools remain free for use worldwide and are continuously improved.

SR4S training in The Philippines with UNICEF
The University of Philippines (UP) National Centre for Transportation Studies (NCTS), in collaboration with ImagineLaw, conducted an SR4S training session in Cagayan De Oro City in March. The training follows pilot SR4S assessments at 144 schools in five cities as part of a UNICEF project called “Sustaining Actions for Enhanced Child Traffic Injury Data, Local Government Advocacy, and Safe Journeys of Children in Selected Pilot Sites in the Philippines”.

Grants support clubs in promoting safe mobility
The FIA Road Safety Grants Programme has been supporting mobility clubs to address road safety at a local level since 2021 when it launched disbursing €250,000 to clubs in 10 countries. This year, eight projects were awarded with FIA members receiving up to €25,000 per School Assessment Project to upgrade at least one school zone. The initiative utilises the FIA School Assessment Toolkit developed by the FIA and iRAP, in cooperation with the Fundación RACC and the Canadian Automobile Association.
Safety lifted around 14 schools
The Nepal Automobiles’ Association (NASA) completed a pioneering campaign, financially supported by the FIA under the Road Safety Grant Programme and technically supported by the FIA Foundation and iRAP. Fourteen schools were selected for assessment, and informed by the SR4S assessments, the road infrastructure around three schools was upgraded to 5-stars, nine schools were upgraded to 4-stars, and two schools were rated 3-stars for pedestrians post upgrade.
4-star upgrades in Chile
Unsafe infrastructure was upgraded at schools worldwide this year, including in Chile. Supported by FIA Region IV, Automóvil Club de Chile (ACC) partnered with CONASET, Fundación Espacio Lúdico and the Municipality of Puente Alto to upgrade Jardín Infantil Pequeños y Pequeñas Artistas Preschool transforming the entrance safety rating from 1- to 4-stars.
Everyone should have the right to a safe journey to school. In collaboration with iRAP and FIA Foundation, the FIA is pleased to support its members in implementing focused actions on the ground that contribute to improving children’s safety daily. The School Assessment Programme enables Clubs to advocate for the infrastructure and behavioural improvements that will save children’s lives worldwide.

EMPOWERING YOUTH
YEA APP LAUNCHED TO CAPTURE YOUTH VOICES
The YEA (Youth Engagement App) was launched this year and its results were integrated into SR4S. This has enabled the road safety perceptions of students travelling to and from school to be incorporated into SR4S assessments, to provide a more comprehensive picture of the safety of school zones, and empower youth participation in road safety decision-making. YEA was released as part of the Ai&Me Big Data Project supported by Fondation Botnar and FIA Foundation, delivered by AIP Foundation, Anditi and iRAP.

SAFE ROADS, RIGHT FROM THE START
SR4D allows us to challenge the assumptions we make and make better decisions about safety. It provides the tick that we've delivered 3-star or better and an independent verification rating that people can understand across a region, a country or the globe.

A Star Rating for every road design to support Target 3
SR4D is a process and evidence-based programme of applications informed by the iRAP Methodology which enable the objective measurement, and improvement, of the level of road safety ‘built in’ to a road design for vehicle occupants, motorcyclists, pedestrians and bicyclists, before the commencement of civil works. Funding from the Global Road Safety Facility has enabled upgrades to the free SR4D software for the benefit of all worldwide.

Thanks to an iRAP-ORIS partnership, Star Ratings are embedded in the ORIS Materials Intelligence platform.
The Asian Development Bank (ADB) partnered with ORIS using Artificial Intelligence and Digital Twins to optimise the safety and climate resilience of upgrade designs for the A380 Highway, projecting the saving of 1,845 fatalities (56%) over its
30-year service life.
The A380 is a major trade route in Central Asia. Safety improvements to the design included roadside barriers, shoulder rumble strips, and speed reductions at critical sections to achieve ADB’s required minimum
3-star safety rating.

EMPOWERING DESIGNERS
TO MAXIMISE SAFETY BEFORE CONSTRUCTION
Arup, on behalf of Main Roads Western Australia (MRWA), was awarded iRAP Certification for achieving 3, 4 and
5-star safety ratings for their proposed design on Western Australia’s Tonkin Highway Extension.
The design achieved a 5-star iRAP safety rating for active users – pedestrians and bicyclists.

Building capacity in countries to assess and improve the safety of roads and create a network of accredited practitioners to deliver iRAP projects to a consistently high global standard in support of UN Targets 3 and 4.

NEOM’s road infrastructure management team and project partners received two week-long iRAP trainings in the principles of safe road design, road safety engineering practices and road safety assessments using the iRAP Star Rating methodology.
NEOM is a USD$500 billion giga-project urban development initiative in the Kingdom of Saudi Arabia, and includes the linear ‘city of the future’ THE LINE, designed for nine million residents with a footprint of just 34km2.
NEOM will incorporate smart city technologies and introduce a new model for urban sustainability. Built around people, not motor vehicles, and designed for convenience, safety and walkability, NEOM will adopt a pedestrian-first philosophy, made safer informed by iRAP.

Monthly Webinar Series launched
This year saw the commencement of a monthly programme of online workshops presenting latest RAP knowledge, tools, programmes and partnerships to support capacity building within our RAP community. Six sessions were held profiling CycleRAP pilot projects, the Road Safety Toolkit, Safety Insights Explorer, the YEA App, Route Review Tool and SR4S Web App enhancements. The webinar recordings are available free on demand on iRAP’s Youtube Channel.
Sharing benefits and success
Forty iRAP accredited practitioners from across the world gathered online in December to celebrate the success of their iRAP projects and hear the latest on programme developments, tender opportunities, and professional development for this specialist community of technical experts. There are currently 235 iRAP Accredited individuals in 49 countries, highly skilled in the iRAP Methodology and ready to support iRAP surveys, coding, analysis and reporting, and Star Rating for Schools quality assurance.

WHO brings national road safety agencies together
Lead agencies commence planning
The World Health Organization (WHO) released the updated Global Status Report on Road Safety in December showing a promising 5% reduction in global road deaths between 2010 and 2021. The progress coincides with the increasing adoption of iRAP’s free infrastructure safety tools and methodology. The report references significant iRAP data that supports countries to understand and improve their infrastructure safety.

iRAP was pleased to join the Heads of National Road Safety Agencies from 100 countries who came together for the first time in Sweden in June for the WHO Heads of National Road Safety Agencies Summit, as well as the 2023 Vision Zero Conference. The events aimed to tackle the scourge of road crash deaths and injuries worldwide. iRAP presented the Opening Statement on Infrastructure in the Summit's ‘Implementation of the Global Plan Roundtable’ and in an interactive panel on New Technologies and Innovations in the Vision Zero programme.
iRAP joined the first Planning Committee Meeting for the 4th Global Ministerial Conference on Road Safety. The meeting brought together representatives from the UN, WHO and key global and national road safety partners. The Ministerial will be held in Marrakech, Morocco on 18-19 February 2025. It aims to assess the progress made in implementing the Global Plan for Road Safety 2021-2030 during its initial five-year period, and bolster support and strategic action for safe and sustainable mobility by Decade-end.

A T20 policy brief and letters to G20 leaders
The UN Secretary-General’s Report has covered the initial activity in the Second Decade of Action for Road Safety 2021–2030. The report informs the UN General Assembly on progress improving global road safety at this point in the Decade and referenced the contribution of the iRAP global programme and partnerships.
G20 leaders gathered at the 18th Heads of State and Government Summit in India in September armed with iRAP advocacy for safe roads. Towards Zero Foundation and iRAP were successful in the submission and publication of a T20 policy brief “Achieving the SDGs for Road Safety in G20 Countries” to support the G20 leaders. In addition, iRAP wrote letters to the Heads of State of each G20 country appealing for their commitment for results-based financing of 3-star or better road infrastructure to meet the SDGs. Each letter outlined the immense and preventable cost of road trauma to the country, and human and monetary savings of achieving UN Target 4.

Advocating for mobility in politcal declaration, New York
iRAP signed an Open Letter to world leaders in September ahead of the UN SDG Summit in New York. The initiative was led by the Global Alliance of NGOs for Road Safety and supported by lead agencies. The letter expressed disappointment that mobility was overlooked in the political declaration to be adopted at the Summit and called on leaders to take action on the road trauma crisis.
UNOPS provides infrastructure, procurement and project management services to help governments in 80+ countries build a sustainable future.
In April, UNOPS and iRAP signed a Memorandum of Understanding, in the presence of Jean Todt, United Nations Special Envoy on Road Safety in Manila. The agreement brings UNOPS and iRAP together to enhance support for the road sector in planning, designing and building safer roads. The organisations are working together in outreach and advocacy to improve global road safety, capacity-building activities, sharing and transfer of knowledge, and technical assistance on projects.

iRAP joined 1,200 delegates from 80 countries and 63 government delegations to advocate for safer roads and effective transport policy at the International Transport Summit from 24 to 26 May in Leipzig. The Summit is the largest gathering of transport ministers and the world’s premier transport policy event. This year’s event, themed “Transport Enabling Sustainable Economies”, included the iRAP CEO presenting in the Financing Equitable, Green and Safe Transport Panel Session, as well as spotlight sessions on CycleRAP and the award-winning UK Safer Roads Fund Programme. iRAP also hosted closed meetings of the iRAP Global Policy Advisory Committee and on Global Innovation Partnerships.
iRAP was recognised as a road safety indicator in an International Finance Corporation-produced discussion paper entitled “Social KPIs Matter: Setting Robust Indicators for Sustainability-Linked Finance“. Sustainability-linked finance has introduced a new dimension into the universe of financial instruments available to investors. The paper aims to stimulate market discussion on opportunities and challenges in advancing the use of social KPIs in financing to create more inclusive and sustainable growth.
As mobility clubs gathered in Spain in June for the 2023 Fédération Internationale de l’Automobile (FIA) Annual Conference, iRAP recognized the nearly 150 mobility clubs in 94 countries who are partnering with iRAP to support their advocacy and work to create safer journeys for members. iRAP’s Global Technical Director presented to the Policy Committee and in the mobility session on “Looking ahead: Using AI to scale big data partnerships”.

A long-term partnership is underway between iRAP and the Millennium Challenge Corporation (MCC) from 2022-2026 to stimulate safer roads progress in low- and middle-income countries.
The Millennium Challenge Corporation (MCC) is an innovative and independent U.S. foreign assistance agency that is helping lead the fight against global poverty by focusing on economic growth, strengthening institutions, good policies, country ownership, and results.
The partnership includes Star Rating and Investment Plan Assessments in Niger, Cote
d´Ivoire and Nepal; Star Rating for Schools in Morocco and Cote d’Ivoire; capacity building through training and accreditation; technical assistance; and impact investment and
results-based financing. The establishment of local self-governing Road Assessment Programmes linked to MCC partnerships is also
a key priority.

Aleatica is a global transport infrastructure operator that manages concessions and highways in seven countries across Europe and Latin America. The company has committed to investing €90 million in road safety projects over the next four years.
During the 37th World Roads Congress, the Aleatica Foundation for Road Safety became a donor to iRAP.

A film case study produced by iRAP’s technical partner NTT shared how iRAP is leveraging technology in the form of a Partner Management System and Portal to connect people, organisations and data to make roads safer in more than 100 countries. iRAP and the Roads General Authority (RGA) launched a new locally-led Saudi Arabia Road Assessment Programme (KSARAP) in Riyadh in December. KSARAP will be a key enabler of the Kingdom’s 2030 Road Safety Strategy. The RGA is currently performing the world’s largest iRAP assessment, covering 73,000km of roads to understand risk for road users and produce Star Ratings and Investment Plans that will guide life-saving infrastructure improvements and build local road safety capacity.

Road authorities and iRAP partners in Europe came together in Windsor, UK in September to celebrate the transition to iRAP and share best practice and strategies for achieving ambitious national and European road safety targets. The
2-day event, co-hosted by iRAP and United Kingdom RAP led by the Road Safety Foundation (RSF), focussed on the management, prioritisation, design and finance of safe road infrastructure improvements in both a rural and urban context.
In support of partners implementing the European Road Infrastructure Safety Management Directive (RISM), iRAP released the RAP Resources for RISM webpage and supporting brochure, hosted a seminar and presented at European events. The Directive requires member states to carry out their first network-wide road safety assessment of Motorways and Primary Roads by 2024, and regularly thereafter. The iRAP methodology and tools offer both proactive and reactive approaches that comply with the Directive.
The 3.5 year EU-funded Horizon Project PHOEBE is underway in the three pilot cities of Athens, Valencia and West Midlands. It aims to develop an integrated, dynamic, human-centred, predictive safety assessment framework for VRUs in urban areas, bringing together the inter-disciplinary power of traffic simulation, road safety assessment, human behaviour, mode shift and induced demand modelling, as well as new and emerging mobility data. Eleven sector-leading partners are involved including Aimsun, POLIS, EIRA, The Floow, Factual Consulting, OSeven, iRAP and Europe’s leading universities NTU Athens, TU Delft, TU Munich and UP Valencia.
European ‘Living Lab’ for city design

iRAP and the European Institute of Road Assessment (EIRA) are part of the 38-strong partner network to deliver Horizon EU Project ELABORATOR for inclusive, safe, affordable and sustainable urban mobility. The ‘European Living Lab on Designing Sustainable Urban Mobility Towards Climate Neutral Cities’ will include interventions in 12 countries including six Lighthouse Cities of Milan, Copenhagen, Helsinki, Issy-les-Moulineaux, Zaragoza and Trikala, followed by six Follower Cities of Lund, Liberec, Velenje, Split, Krusevac and Ioannina.

Crash Risk Mapping Great Britain, Catalonia and Italy
Each year, RSF (United Kingdom RAP) tracks the safety performance of around 54,000km of motorways and ‘A’ roads in Great Britain and released the 2023 Risk Mapping results in December. The Reial Automobil Club de Catalunya (RACC) also released their 21st edition of over 6,300km of Risk Mapping for Catalan interurban highways. In addition, a three-year project by Automobile Club d’Italia (ACI) shared the results of 17,500km of Risk Mapping of Italy’s primary road network. The results and Safer Road Investment Plans will inform partners’ understanding of high-risk locations and the investment, maintenance procedures and speeds required to save lives and serious injuries in the three countries.
Investment targets safety on local A roads
The UK Government announced in April a £47.5 million investment on 27 roads to prevent deaths and serious injuries on England’s local A roads network. The new investment, part of the Department for Transport’s Safer Roads Fund, will see life-saving road safety engineering measures introduced to improve the safety of walking, cycling, riding and driving across England.
This commitment and funding is transformational for road safety teams in local authorities.

AusRAP, led by Austroads, released a new AusRAP Strategy and Business Plan that commits to 12 targets that will support the national target of achieving at least 80% of travel on 3-star or better roads in Australia by 2030. Austroads members are the Australian and New Zealand transport agencies, representing all levels of government.
Australia’s states and territories have commited to publish AusRAP star ratings on all arterial roads by 2025, as part of a commitment to accelerate the use of AusRAP in the country.
To date, AusRAP partners have assessed nearly 507,000km of roads and designs, influencing the safety of US$19.2 billion of road infrastructure investment. Star Rating policy targets are in place in 14 national and state policies and national partners are leading the world with Artificial Intelligence based AiRAP assessments.

FOR BEST PERFORMING ROAD AUTHORITY/S
Presented for the first time at the XXVIIth World Road Congress in Prague, the perpetual iRAP Gary Liddle Memorial Trophy honours the lifelong public-sector and transport contribution of the charity’s former Board Chairman Gary Liddle AO who passed away earlier this year. Recognising the world’s best performing road authority/s eliminating high-risk roads, this year’s winner and finalists highlighted excellence in the BrazilRAP, AusRAP, ThaiRAP and Croatian programmes.
Winner – Brazil’s National Department of Transport Infrastructure (DNIT)
DNIT has assessed 54,500 km of paved federal highways using the iRAP methodology. The results are informing BRL 18 billion in investment to halve deaths and serious injuries in the country. DNIT is harnessing and sharing iRAP data alongside local crash and fatality data using Power BI reporting for enhanced visualization of findings.
Finalist – Australia’s Queensland Department of Transport and Main Roads (TMR)
TMR has been using iRAP to improve the safety of the state’s Bruce Highway, previously identified as one of the most hazardous highways in the country. Evidence-based safety improvements delivered in an AUD$350 million works package have halved fatalities and serious injuries and led to an innovative and now globally adopted Wide Centre Line Treatment. The treatment is now a mandatory requirement on all new and upgraded rural roads with volumes over 4,000 vehicles per day on the authority’s 33,000km network.
Finalist – Thailand’s Bangkok Metropolitan Administration (BMA)
BMA has been using iRAP to create safer roads in Bangkok, working in close collaboration with ThaiRAP and local and international partners. 500km of city Star Rating assessments, with associated capacity building, were completed in 2023. It is the first time a Thai local administration has attempted such a large-scale road safety assessment informing the upgrade of 360 high-risk sites.

Capacity to eliminate high-risk roads in Tanzania has taken a leap thanks to the now complete Ten Step Plan Project. Jointly funded by the United Nations Road Safety Fund (UNRSF) and the Foreign Commonwealth and Development Office (UKAid), through the Global Road Safety Facility (GRSF), and under the guidance of the United Nations Economic Commission for Africa (UNECA), the project was delivered by a consortium led by the International Road Federation (IRF), and including iRAP, the World Road Association (PIARC) and the Tanzania Roads Association (TARA). It brought together the Government of Tanzania through the Ministry of Works and Transport (MoWT), Tanzania National Roads Agency (TANROADS), Tanzania Rural and Urban Roads Agency (TARURA), Roads Fund Board, National Institute of Transport (NIT) and others.

SICT and iRAP sign MOU
The Government of Mexico, through the Secretariat of Infrastructure, Communications and Transportation (SICT), and iRAP signed a Memorandum of Understanding in November to promote programmes and projects to eliminate high-risk roads in Mexico and develop MexiRAP.
The signing of this MOU reflects the Government’s priority to strengthen safety on the country’s roads and reduce the burden of injury due to road crashes.

12 month project and trainings kick off
COSEVI and iRAP sign MOU
An “Improving Road Safety in Cambodia” Project kicked off in September supported by the Asian Development Bank (ADB), in partnership with the Ministry of Public Works and Transport (MPWT), iRAP and RoadKorea. The project aims to support the sustainable and effective reduction of road fatalities in Cambodia through capacity building and the development of cost-effective road safety investments and road upgrades. It will include the iRAP assessment of a 300km demonstration corridor.
The Road Safety Council of Costa Rica (COSEVI) and iRAP signed an MOU in March with a focus on the promotion of safe and sustainable transport, application of the iRAP methodology and tools, and capacity building for safer roads.
COSEVI adds iRAP as one more component of our comprehensive efforts to save lives in Costa Rica. We believe that the iRAP methodology will be a highly valuable tool to explain risk factors associated with the country’s infrastructure.

22,000km analysed for improvement
A 22,000km Inter-American Development Bank (IDB) and World Bank supported iRAP assessment was completed in Colombia led by the National Road Safety Agency (ANSV) and supported by iRAP Accredited Supplier APSA. The project aimed to build local capacity, identify high-risk road sections and maximise life-saving investment according to the Star Rating results and Safer Roads Investment Plan.
Building capacity and data to inform action
A 5,000km iRAP assessment of Kazakhstan’s Strategic Road Network has been underway, supported by the European Bank for Reconstruction and Development (EBRD). As part of this and led by the Kazakh Scientific Research Institute for Road Safety (KazNII BDD LLP), iRAP training was held in Almaty and Astana for representatives of the country’s leading road safety organizations.
Safety of new roads under review
The World Bank Global Road Safety Facility (GRSF) and iRAP completed an innovative project to evaluate countries’ progress in achieving Target 3: that by 2030, all new roads achieve technical standards for all road users that take into account road safety, or meet a 3-star rating or better. The project included a review of completed road projects covering the full lifecycle from planning, design, construction, operation and maintenance.

AIRAP PARTNERSHIPS BLAZE THE GLOBAL PATH
A STAR RATING FOR EVERY ROAD ON EARTH
In 2020, Main Roads WA (MRWA) partnered with iRAP and Anditi to design and develop a more automated, accurate and cost-effective solution for road assessment, to update roadside risk ratings and extract asset management data. The project analysed 2,000kms of urban and rural roads using Anditi’s iRAP Accredited RoadViewer technology and 3D Web Portal.
An additional 19,000km of network assessments are now underway using LIDAR, and 390km of CycleRAP analysis is planned in their goal of Star Rating 80% of Western Australia’s most
travelled network.
MRWA aims to strategically repeat Star Rating assessments on 20% of their network each year focussed on locations where works have recently been completed to provide an evidence-based measure of the safety improvement. They will also focus on areas where projects are about to commence to ensure engineers and designers have the most current network to inform their designs.

MAIN ROADS WA ADOPTS AIRAP TECHNOLOGY
AiRAP assessments will help us to easily identify the “low hanging fruit” – the simple countermeasures that can be rolled out quickly at relatively low cost to improve safety – such as sealing currently unsealed road shoulders. It can also help us do network and asset management such as locating electrical assets like power poles, understand speed management through analysis of speed sign locations, and target maintenance of line markings based on retroreflectivity condition.

CycleRAP is an easy, affordable and fast method of evaluating bicycling and light mobility road infrastructure for safety, without the need for crash data. A free risk assessment tool in five languages
iRAP launched the CycleRAP Demonstrator Tool this year, an exciting step forward in the field of road safety for bicyclists. The CycleRAP Demonstrator is a free online tool that can be used to quickly assess crash risk and identify potential safety issues due to the physical characteristics, design and speed of the street or cycling facility to obtain an overall CycleRAP Score and risk level from low to extreme for four crash scenarios. The tool is available in five languages (Spanish, Dutch, Portuguese, French and English).

Results shared in Safer Cycling Around the World Report
iRAP, in partnership with MAPFRE Foundation, the Union Cycliste Internationale (UCI) and PTV Group, has completed a major pilot of the CycleRAP model in the five cities of Madrid, Barcelona, Bogota, Fayetteville and Sao Paulo. The project team and technical partners worked with local partners in each city to identify the target network, collect data, produce risk maps and suggest safety solutions. The results were launched at the UCI Mobility and Bike City Forum in Belgium in October.

Enhancing urban investment planning
Enhancements to the free-to-access ViDA tool are helping local authorities understand the risks to, and improve the safety of, vulnerable road users in towns and cities. The enhancement which adds an extra set of countermeasures is thanks to a UK project by the Road Safety Foundation (RSF), funded by The Road Safety Trust carried out in partnership with iRAP, four local authorities and the road safety charity Brake.
This is a huge step forward. Pedestrians, cyclists and micro mobility users have to be at the heart of making roads safer as they are the most vulnerable in traffic.

Highlighting the Business Case for Safer Roads
The Safety Insights Explorer shines a light on the true extent of road trauma, the safety of the world’s roads, and the positive impact that can be made with targeted investment. It includes iRAP Star Rating and key performance metrics, estimates of the types of road crash injuries that occur in each country that can be split by age group and sex, and regional filters, including for UNICEF and Road Safety Observatory regions.
Light star rating tool launched for local governments
The Western Australian Local Government Association (WALGA) and RoadWise partnered with the Western Australian Centre for Road Safety Research at the University of Western Australia to develop a tailor-made Safety Ratings Tool for the state’s Local Governments. LGStars, based on the iRAP Methodology will meet the unique context of Local Governments in the country.
This tool is a fantastic example of local innovation building on the iRAP Star Rating Methodology to meet a local light data need.

As we reflect on the accomplishments of the past year, I congratulate the extraordinary efforts of the iRAP team and partners in more than 170 countries focussed on achieving a world free of high-risk roads. We are united in meeting the challenge posed by the UN Decade of Action for Road Safety to halve global road deaths and serious injuries by 2030. Together, we made significant strides in 2023 saving lives and serious injuries through safer, 3-star or better road infrastructure. Thanks to the generous support of our major donor the FIA Foundation, SR4S Global Programme Partner 3M, and new funding partnerships with Aleatica Foundation and Prudence Foundation, the globally recognised, free iRAP methodology, tools and training are enabling the life-saving work of our more than 30,000 partners. From Africa to Asia, The Americas to Europe, and within the Middle East, iRAP partners worked tirelessly to assess high-risk road infrastructure, identify and prioritise safety deficiencies, mobilise impactful programmes, and advocate for improvements to create safe and sustainable mobility in communities across the globe. These partnerships and projects not only demonstrated | the effectiveness of our methodology and tools but also the importance of collaboration in achieving tangible road safety outcomes and shared success. The year also saw iRAP Innovation Partnerships pioneer advancements in artificial intelligence and data analytics to enhance our road assessment capabilities and deliver actionable insights to our partners. Our USD$2 million partnership with Google.org, selected as one of just 15 incredibly worthy world projects to advance the SDGs, is incredibly exciting in its potential to transform the safety of school journeys for all children. By harnessing the world’s best technology, we are reimagining the future, better equipped than ever to identify high-risk locations, prioritize interventions, and measure the road safety impact of our collective work. As we look ahead, we are passionate in our dedication to achieving UN Targets 3 and 4 which include ensuring all new roads are built to a 3-star or better standard for all road users, and more than 75% of travel is on the equivalent of 3-star or better roads for all road users by 2030. Our Partnerships for 2030 Strategy provides the road map. | Working together to achieve more than 75% of travel to be on 3-star or better roads for all road users by 2030 stands to save an estimated 459,000 lives every year and 100 million deaths and serious injuries over the 20-year life of the treatments. Every life is precious and at the heart of all we do. We are driven to protect families from the devastating loss of road trauma and will work every day in honour of those whose lives have been tragically lost, and the thousands who will be saved through our collaborative efforts. Working together, we will ensure new road designs and existing road upgrades are built safe. We will collaborate for impact, advocate for the voiceless, innovate for impact, and mobilise evidence-based financing. We will connect the world’s best minds and resources to ensure every person, regardless of age, gender, income status or location can journey safely to work, school and beyond. 3-star or better road infrastructure is critical to achieving safe, active mobility for all.
